The hierarchy of road users – what next?

A project to reduce road danger by developing practical recommendations for road-user conduct.
Amount: £20,000
Decision made: Mar 2025
People's Action for Telegraph Hill (PATH)

Focus of work

This project will develop practical recommendations for road danger reduction through an online consultation with members of the public.

The recommendations will be consistent with the Highway Code’s ‘Hierarchy of Road Users’, which protects undangerous road users by assigning a greater duty of care to those operating dangerous vehicles.

This will translate the Hierarchy’s principles into well-defined rules for road-user conduct. The project will then test citizens’ findings with subject experts, relevant public bodies, and non-governmental organisations (NGOs) to gauge feasibility and likely practicalities of adoption.
