Report: Exploring the evolving role of environmental and social value in the appraisal of transport projects in England

FIT Fellow Giorgia Guerra has published a report looking at whether the environmental and wider socioeconomic benefits of rail travel should play more of a role in rail business case appraisal.

It argues that while rail offers significant economic, environmental, and social benefits, current appraisal frameworks, particularly those used in England, continue to prioritise short-term economic returns and monetised impacts, often at the expense of broader, long-term sustainability and social equity goals.

One of the paper’s central recommendations is the introduction of a dedicated “environmental case” within the business case appraisal framework. This would elevate environmental considerations to equal status with economic and strategic factors, ensuring that impacts such as carbon reduction, biodiversity and climate resilience are systematically assessed and reported.

Recommendations

To better reflect the full value of rail and other sustainable transport modes, the UK government should:

  • Expand the strategic case to include long-term environmental and societal goals.
  • Mandate alignment with key policies such as net zero and the Environment Act.
  • Integrate tools such as the RSVT into official guidance to consistently measure social value.
  • Introduce a dedicated environmental case to elevate sustainability in decision making and subsequently enhance the wider social value of projects.
  • Learn from international and devolved administrations, particularly Scotland and Wales, alongside France and Spain, which have successfully embedded broader policy goals into transport appraisal.
